I've been doing research on this, and I can only find one photo from the tournament, but I believe it's a jersey from the 2002 Dubai 7s. This is consistent with the embroidery under the emblem and the jersey design. I haven't been able to find a photo of the back to verify the number font and it doesn't feature the sleeve badge as match worn jerseys from most 7s tournaments did at the time.
Whatever the history is, it's a very unique jersey - I've never seen another remotely similar. Great for Boks collectors!
