Fetu Samoa are the Samoan women's RL team, this is very likely a match jersey from the team. With limited photos from games, I'm unsure on the exact year of this but given designs and sponsors I'm assuming it's mid 2010s.
This one carries the #13 on the back, the loose forward's jersey, a position Samoa have always filled with power and flair.
